Lesson 1.2: Mapping National Stakeholder Ecosystems

Description:  In this lesson, you will learn to name and map the stakeholders in your country’s qualification system. Rather than a generic overview, you will get practical tools to carry out a stakeholder analysis within your specific national context.

By the end of this lesson, you will be able to:

  • Name key stakeholder groups that rely on qualifications databases in your national context
  • Understand the different needs and expectations of these groups
  • Recognise the importance of stakeholder collaboration for NQD to work well

Mapping exercise

Every country faces different realities with its NQD and QCP participation. Let’s reflect on your country:

  • Who are your key stakeholders?
  • What role do they play?
  • What are their needs and expectations?

Take a few minutes to map out the different stakeholder groups in your country.
You will find some initial data in the mapping table to give you an idea of what type of information you should map.

Note: You can do this exercise by yourself or with a team.
Working with your QCP team has real advantages: you learn from each other, and you build the basis for understanding who needs to be involved in making the QCP a success.

The aim of this exercise is to define who in your national context should be involved in the use of the QCP. Stakeholders will have various roles. A ministry would most likely be responsible for setting the policy framework necessary for utilising the QCP and taking legislative decisions on your national Qualifications Framework. Citizens, on the other hand, need to know how useful the QCP is for finding learning opportunities. Some stakeholders will have a strong influence on the QCP success. Others will play a more passive role, simply by using the platform.

Naturally, countries have very diverse realities. So, you might need to add new stakeholder groups. For example, if several ministries are involved. You might also cluster groups together, such as universities, VET schools, and adapt their role, needs and expectations accordingly.
This template is meant to guide you, but feel free to adapt it to your own needs.

Download the stakeholder mapping template (Word) and fill it in for your country. You can add, remove or cluster rows to fit your national context.

In Modules 3 and 4 we will look more closely at government-related stakeholder groups, and how they will use, administer and get started with QCP.
